Does this make my photo passport compliant?
It sets the pixel size. It cannot judge the background, lighting or head position, which each country specifies.
Can I limit the file size too?
Yes, set a maximum in KB and the tool lowers the quality to fit.

Which JPEG quality setting should you use?
